Ingraham was born and raised in Glastonbury, Connecticut, to Anne Caroline and James Frederick Ingraham III. Her paternal grandfather came to the United States from Poland, while her paternal great-grandparents came from Ireland and England. She received her baccalauréat from Glastonbury in 1981.
Dartmouth College awarded Ingraham a Bachelor of Arts degree in 1985. She then received her legal education at the University of Virginia School of Law, where she served as a note editor for the Virginia Law Review.
