Career

In 1964 and 1965, Hart practiced law for the United States Department of Justice. The following year he was admitted to the bar in both Colorado and the District of Columbia. From 1965 to 1967 he held the position of Special Assistant to the Attorney at the United States Department of the Interior. He then worked as an attorney for the law firm of Davis Graham & Stubbs in Denver, Colorado.

After the 1968 Democratic National Convention in Chicago, US Senator George McGovern of South Dakota co-chaired a commission that reorganized the nomination process for the Democratic presidential nominee. The old-school party bosses, like Chicago Mayor Richard J. Daley, who were once able to handpick delegates to national conventions and dictate how they voted, saw their influence dwindle as a result of the new structure, reducing their influence weakened ability to do so. Because of the new rules, caucuses are now a process for newcomers to the political scene to participate in without having to pay dues to more established party groups.

In the primary, held in 1972, McGovern selected Hart as his national campaign manager. They developed a plan to focus on the 28 states that hold caucuses rather than primary voting, and Rick Stearns, an expert on the new system, was instrumental in formulating that plan. They believed that because of the structure of the caucuses, it would be easier (and less expensive) for them to win if they concentrated their efforts.
